It compares and analyzes the difference between water-soil conservation project budgetary estimate and water conservancy project, discusses problems existed in water-soil conservation project budgetary estimate. Through the comparison above, it concludes that it＇s good for grasping quota criterion, and offers more accurate foundations for investment control of item execution.
