On the Relation of the Archives Secrecy and Utilization

档案的保密与利用两者十分重要,不可偏颇。档案管理工作中更应处理好利用与保密的关系,加强制度建设,强化监督措施,做好档案的审查、解密和利用的基础工作,从而做到既能有效利用档案,又能保证档案的完整与安全。

The archives secrecy and utilization are very important, and cannot be biased. In the work of the archives managements, we should deal with the relation of secrecy and utilization, strengthen the construction of system and measures of supervision, and do well the foundation work of examination, decipher and utilization, thereby utilizing effectively the archives, as well as guaranteeing the integrity and safety of archives.
