摘要
为制订科学的人才管理政策,对河北省农林科学院1991—2005年干部流动情况,从流动频率以及学历、年龄和流向方面进行了统计分析。结果表明:河北省农林科学院干部人员流动基本合理,但存在高学历人才流失和青年人流动比例相对偏高等问题。为此,提出了建立人才规划、搭建事业平台、科学组建团队和优化人才机制等政策建议。
As to the purpose of scientific personal management, the personal dynamics in Hebei Academy of Agricultural and Forestry Sciences between 1991 and 2005 was analyzed. The result shows that the changing of personal mostly was proper, but it do exist that younger people and highly-educated people getting out of the academy too much. Corresponding measures were suggested.
