摘要
调水工程竞争性弱、排他性强,是典型的准公共物品,一直存在着政府过度垄断和供给不足的问题。根据新制度经济学原理,认为调水工程应采取公私合作供给的方式。在对调水工程水权的基本涵义、水权结构、水权质量和分配方式进行分析的基础上,对调水工程公私合作供给进行经济解释,为合理界定公私两个部门的有效供给范围提出了解决方法。
In consideration of the fact that the water transfer project is of weak competition but high exclusion, and the fact that over monopoly by government leads to insufficient water supply, from the theory of New Institutional Economics, it is considered that the public-private joint supply should he adopted in water transfer projects. Based on an analysis of the meaning, the structure, the quality, and the allocation mechanism of water rights, the publlc-private joint supply mode for water transfer projects was explained according to the economics theory, and the study provides a basis for rational determination of effective supply range of the two sides.
