从世界各国的经济发展情况来看,具有基础性地位的中小企业往往遭遇各式各样的垄断行为。目前,我国对于中小企业竞争保护的立法还不完善,为了维护中小企业发展的公平环境,应当通过立法反对和限制大企业的垄断行为、行政垄断行为,允许中小企业的特定联合行为。通过这些手段逐步形成市场的竞争性结构。

In view of the development of economics in many countries, small and medium-sized enterprises often undergo all kinds of monopoly behaviors. In China legislation about competition protection of small and medium-sized enterprises has not been perfected. To provide a fair environment for the development of the small and medium-sized enterprises, it is necessary to restrict the monopoly be haviors and administrative authority of big enterprises by means of legislation. Also it is of importance to let small and medium-sized enterprises unite togeth er to form competitive structure of the market.
