＂Governing by Doing Nothing That Goes against Nature＂, an important idea of ruling from Tao Te Ching, is the best way of administration held by I.ao Tzu. It is not a negative idea but a proposition for an ideal adrninistration attained only after great endeavors. The attainment of such an idea is preceded by a thorough understanding of its essence and by administrators who have a clear estimation of themselves and who can set good exampies for others. This idea, with rich connotations, is of great practical significance.
