关于无产阶级政党和无产阶级国家政权(人民政府)及其各级领导人与人民群众的关系问题,是一个常识性的问题,是马克思主义经典作家早就科学阐明了的问题。但是,由于各种原因,在现实生活中并没有弄得很清楚,尤其是没能得到正确处理。而能否正确认识和对待这一问题,关系到党和国家的前途、命运,切不可等闲视之。

The relationship of proletarian political party, proletarian state political power（people＇s government）with its leaders at different levels and the people masses is a problem with general knowledge that was explained scientifically by Marxist classic authors. Due to various causes,it is not clear in the practice and dealt with incorrectly. Correctly learning and treating this problem related to the prospect and desting of the Party and the State must never neglect this point.
