The survival and developmental form and process as well as main problems of a balance allocation institute of agricultural sciences were compared and analyzed according to the practice of reforming the governmentsponsored institutions and managing balance allocation institutes of agricultural sciences. And some ideas and proposals were put forward for a balance allocation institute of agricultural sciences to sustainedly develop and innovate under the present national budgetary appropriation system and the national requirement of reforming the institutions.
