摘要
体制转换过程中出现的矛盾和问题,是国有企业改革迟迟未能取得实质性进展的“瓶颈”。进一步深化改革,全面落实中央关于搞好国有企业整体的战略部署,必须在改进模式、强化组织。
The Contradictions and problems occurred in the course of restructuring become “bottle neck” in the reform of state owned enterprises with essential progress. With the view to deepen further reform and overall implementation of the strategic arrangements by Central Government for the whole SOE, engergetic works should be done in mode improvement, organization strengthening and policy readjustment.
