窃电问题:民国时期的法律规制

Electric Larceny: the Legal Regulation in Republic of China Era

清末民初,是我国电气事业成长和发展的起步时期。不幸的是,普遍存在的窃电现象严重阻碍了新兴事业的正常发展。为了遏制窃电,国民政府通过了多项法令规则予以防治。本文以史料为基础,客观描述了民国时期规制窃电的法律和规则,对于当下久治难愈的窃电顽疾,不乏借鉴意义。

It was the growth and development period of our country electric enterprise in early era of Republic of China after late Qing Dynasty. Unfortunately, the all - pervading phenomenon of electric larceny seriously obstructed the normal development of arisen enterprise. To keep electric larceny within limits, the government had passed several severe regulations. The paper has objectively described all rules and regulations to check and control electric larceny in Republic of China era. We shall draw some lessons from historical sources to control and destroy the prevalent phenomenon of electric larceny at present.
