今年，是香港回归暨香港基本法实施10周年。10年来的成功实践证明，“一国两制”和香港基本法是完全符合香港实际的，是富有生命力的。在香港基本法实施过程中，全国人大常委会严格按照基本法规定行使解释权和决定权，为保证基本法的正确实施，发挥了积极作用。
The year 2007 is the year of the 10^th anniversary of the return of Hong Kong to China and the entry into force of the Basic Law of the Hong Kong Special Administrative Region （HKSAR）. Successful practice over the past 10 years indicates that both the One Country, Two Systems policy and the Basic Law of the HKSAR fully meet the realities in Hong Kong and are full of vigor and vitality.
