近年来,随着人口老龄化的快速发展以及由此引起的各种问题的出现,老年人的养老问题,尤其是农村老年人的养老问题受到了社会各界的广泛关注,但政府和社会对农村老年人社会保障权益的重视程度还不够。因此,保护这一越来越庞大的社会群体的合法权益,建立完善的农村养老保障制度,已经成为政府和社会迫切需要解决的问题。

It hasn＇t been thought much by governments and people, so, protecting old- age of countryside legal rights and interests, erecting perfect old- age provision in countryside, have been become a problem crying out for solution by governments and society.
