延伸花卉产业链的支撑保障体系及对策研究——以漳州东南花都为例

Support and the Countermeasure Research for ExtendingIndustry Chain of Flowers——Take Zhangzhou Southeast Huadu for Example

延伸漳州花卉产业链既是海峡西岸产业提升的内在要求,也是漳州经济与社会发展的趋势和必然。目前,漳州已经构筑了花卉产业发展的平台(海峡两岸花博会),产业提升正逐步实施。通过对漳州花卉产业的实地调研和整个背景条件的分析,可以得出结论:延伸漳州花卉产业链、使东南花都形成龙头企业既有必要,也有可能。相应地,需要一系列保障条件,主要包括:政策支持、经济支持、管理支持和人力资本支持。如果在政府、企业和农民三方合作的基础上,形成创新性的花博园区,建立“政府、企业、产业链与花农”共同发展模式,不但可以实现政府、企业、农民共赢的局面,而且对漳州建设现代化的花博园区花卉产业意义深远。

Extending the flower industry is not only the requirement for improving industry of western part of Taiwan Strait, but also trend and necessity of Zhangzhou＇s economic and social development. Platform for developing the flower industry has been set up in Zhangzhou （Cross-strait Floral Expo）. Industry upgrade is carried out step by step. Doing research for flower industry in Zhangzhou and analyzing the whole background, we can conclude that extending the flower industry and southeast Huadu becoming the leading industry is necessary and possible. Accordingly, it needs a series of safeguard condition, mainly including： policy support, economy support, management support, the capital support and manpower support. In the base of trilateral cooperation among government, enterprise and peasant, if we form creative flower exposition area and set up the development mode of government, enterprise and peasant, it will make the government, enterprise and peasant win together, and it will also make sense for building modern flower exposition.
