西部欠发达地区应优先发展地方水电电网

Priority should be given to development of local hydropower grid in less developed western region

西部是我国欠发达地区之一,但有着良好的水能开发条件和基础。随着国家电网的逐渐延伸,越来越多的农牧民拥有与城市一样稳定、可靠的电力能源。但不容忽视的是,在我国的一些欠发达地区,由于缺乏地方电网发展,地方电站大多“孤站”运行,国家电网所到之处,原有的地方农村水电纷纷“下马”,地方水电的利益受到剧烈冲击。如何全面解读国务院批复的《电力体制改革方案》,协调好国家电网和地方电网的关系,给欠发达地区的农村水电以生存和发展的出路,值得研究和探讨。

Western Region is one of less-developed areas but has potential for hydropower development. Along with the extension of national grids, more and more farmers or herdsmen are able to access stable and reliable electric energy. However, the phenomenon we should not neglect is that the local power stations face shock wave of national grid due to lacking of local grid. Thus it is worthwhile of carefully studying the Electricity Institutional Reform Proposal and providing solution for future development of rural hydropower in the area and well coordinating the relationship between national grid and local grids.
