水利工程管理体制改革是新时期水利工作的一项系统性工程。针对20个水利工程管理单位存在管理体制不顺、职能不清、权责不明、机制不活、经费不足等问题,龙海市借鉴已成功的改革经验,以理顺关系、科学设岗、财政支付为突破口,大胆实践,攻坚克难,建立了新型水管体制。

The reform of water project management system is a systematic project in water management in the new age. Regarding to the problems with 20 water project management institutions such as unclear functions and responsibilities and lack of funding etc., the successful experiences are learned by the Longhai City. A new type of management system in a way of allocating jobs and financial sources in a scientific and creative manner is formed and practised.
