摘要
能源及与之相关的环境日益成为全世界各国最为关注的热点,各国都在从本国的国情出发来解决能源与环境问题。我国人均能源资源短缺,环境容量有限,西部生态脆弱等问题尤为严重;GDP每年以10%的速度发展,能源消耗急骤增加,环境、生态日益恶化,下大力气解决能源问题成为当务之急。
