The paper presents a sample survey plan for enterprises of wholesale/retail under the designed size, which is designed for a specific city. The plan takes Changsha as population, trying to solve the unbalancde distribution problem of business units by using domain sample method. The processing methods for the survey data, the estimator for population and domain totals and their variance estimator are also given.
