Innovation and Development of Policies for Minorities

本文从民族政策内容、民族政策过程、民族政策系统、民族政策结构、民族政策机构和民族政策学科等方面来探讨民族政策的创新和发展。文章认为,民族政策创新与发展的重中之重应放在民族经济政策与社会政策上;应给民族地区制定具体实施办法和补充规定留一定的政策空间;要坚持民族政策创新发展与其他政策创新发展互动;要努力创新民族政策结构,实现民族政策效用最优。

This paper makes a discussion of innovation and development of policies for nationalities from such aspects as the content, process, system, structure and organization of policies for nationalities. It is pointed out that we should lay emphasis on economic and social policies for minorities, that it is necessary allow some leeway for setting up specific measures and supplementary regulations for minorities, and that it is imperative to renovate and optimize the structure of policies for minorities.
