在我国农民合作经济组织的发展进程中，政府承担着重要职能。但是，由于对合作经济组织认识上的误区，导致政府特别是地方政府在扶持农民合作经济组织问题上，要么“过度热情”，要么“过度冷漠”，制约了农民合作经济组织的健康发展。为此，政府应当优化其行为。加大对农民合作经济组织的扶持，加快合作经济体制的创新，加强对农民的教育和对合作经济组织的指导，规范合作经济组织的形式。
