摘要
现阶段贵州农村剩余劳动力转移呈现出“四多四少”的特点:跨省区转移的多,本地就业的少;农业—非农业或各种职业中流动的多,在城市定居转移为市民的少;无序输出的多,有组织输出的少;从事简单劳动的多,从事复杂劳动的少。农民工面临来自就业地政府和社会在就业、教育等方面的歧视,以及克扣、拖欠工资、工伤事故等诸多问题。要从根本上解决贵州农村剩余劳动转移问题,一是要发展贵州社会经济,增加本地吸纳劳动力的能力;二是要努力提高农村劳动力素质,提高他们的就业竞争能力。
This paper offers four characteristics expressed in overplus labour transfer in the country of Guizhou province: more inter- province shifts and less local employment; more flow between farming and non - farming or among various vocations and less transfers into the city residents; more outputs in disorder and less organized outputs; more engaging in the simple work and less in the complex work. Farming workers are confronted with such issues as discrimination from the government and society in the aspects of their employment and education, pay - skimping or pay - defaulting. In order to solve them radically, two measures should be taken tentatively, which refer to developing the local economy and fortifying the attraction to the local labour, endeavoring the quality of country labour and enhancing their competitiveness in employment.
