完善城镇中低收入家庭住房保障体系的思考

Consideration on improving Housing Guarantee System for Urban Family of Medium to Low Income

住房保障是政府解决中低收入家庭住房问题的基本途径。本文在前人研究成果的基础上,对住房保障制度的责任主体、目的和实施依据进行了分析,对如何建立和实施城镇中低收入家庭住房保障体系及筹措住房保障资金提出建议。

housing guarantee system is the basic way for the government to solve the housing problem of medium to low income family. Base on predecessors＇ research, the article analyze the subject of responsibility, purpose and implementation foundation of housing guarantee system; and also give suggestions on how to establish and actualize the housing guarantee system for urban family of medium to low income and raise capital.
