虚拟社会管控机制的创意与构想

New Ideas and Strategies about the Control Mechanism in Virtual Society

随着现代信息技术的飞速发展,虚拟社会应运而生。基于虚拟社会匿名、开放、高度自治等内在特点,决定了公安机关对其管控存在较大难度。由于网上虚拟社会对现实社会的影响越来越大,由此引发的社会矛盾关联性、聚合性和敏感性不断增强,公安机关构建虚拟社会管控机制已成必然之势。从其内在特点着手,了解虚拟社会易导致的社会问题及公安机关实际管控中面临的制约因素,从引导虚拟社会自律、解决管理前端缺失、提升虚拟社会违法犯罪查处力度三个方面系统构想虚拟社会管控这一难题。

As the modern information technology rapidly develops,the virtual society comes into being.Owing to the visual society＇s intrinsic characters such as anonymity,openness and high level autonomy,it＇s difficult for the public security organs to control it.Influenced by the virtual society,there are increasingly relevant,correlate and sensitive social contradictions in the real society.Therefore,it＇s a necessity for the public security organs to establish the mechanism to control the virtual society.By studying.the intrinsic features.potential social problems of the virtual society .as well as some restrictive factors in public security organs＇ practice of control,this paper puts forward that the control mechanism can be systematically designed from three aspects;orientating the virtual society to self-controlling.solving the deficiency of fornt control in management, strengthening the strike on the illegal acts or crimes in virtual society.
