从“两会”网络传播看公民精神构建

On the Construction of the Spirit of Citizenry from the Report of the NPC and the CPPCC Via Network

"公民"不仅指概念层面上的,更是指实践层面上的,只有不断进行积极的公民实践,才能培育现代民主意义上的"公民"。公民精神的培育有赖于国家力量,特别是国家的制度建设,同时,还有赖于一个各方力量可以充分沟通的意见平台。互联网凭借自己的技术优势正日益成为这样一个空间。2007年的"两会"网络报道在"两会"进程中发挥了积极作用,正日益成为培育公民精神的有益土壤,并将对未来的政治生态产生重大的影响。

The term ＂citizenship＂ includes not only its notion in a conceptual sense but also the one of to be a ＂citizen＂ on a practical level, which can only be fostered through constant participation in practice by a citizen. The cultivation of the spirit of citizenry depends on the mobilization of the government, the construction of various rules and regulations in particular. Meanwhile,it also rests upon a platform set up by various forces in which ideas and viewpoints can be freely exchanged. The Internet, by virtue of its advanced technology,is becoming such one. It has played an active part in the report of the 2007＇s NPC and CPPCC through the Internet,and it is becoming a rich soil for the cultivation of the spirit of citizenry, which will in turn produce important impact on the political ecology in the future.
