河南省农村卫生适宜技术推广绩效评估

Evaluation for Effects of Application for Feasible Medical Techniques in Rural Area of He'nan

目的:了解河南省农村卫生适宜技术示范研究16个西医技术项目的推广绩效。方法:从适宜技术推广能力、推广效率和推广效果3个方面入手,通过专家咨询法,结合现场调查,最终确定医疗质量、医疗工作量、经济效益和社会效益等12项指标评价推广绩效。结果:参与推广的技术人员中中高级技术职称人员占81.3%,大专以上学历人员占67.0%;接受培训的1841名卫生技术人员中88.4%熟练掌握了培训内容;推广适宜技术2272例,人均推广1.23例;以《高渗氯化纳溶液治疗失血性休克》技术推广效果最好。结论:河南农村卫生适宜技术推广示范绩效显著,不但推广能力强,而且推广效率高。

Objective To evaluate the effect of feasible medical technique （FMT） applying in henan rural area. Method Evaluating was made on three items of applying capability, efficacy and effect that had assessed with 12 indexes by TOPSIS method. Results 81.3% of medical personnel participating applying of FMT was middle or senior technical post. 6710% of medical personnel participating using of FMT was graduated from medical college. 88.4% of personnel participating applying of FMT had held the training contents well. Average 1.23 cases had accepted using of FMT for each personnel in one year. It is the best applying that Shock for blood lost cured with 10% NaCl injection solution in rural area. Conclusion Using topsis method for to evaluate the effect of FMT applying is objective, reliable and practical. It is power that capability and effect for various FMT using in rural area.
