摘要
通过对科技指标体系设计方法的研究,对科技指标体系理论与现实(完备性与可行性)的关系进行了论述,指出在科技指标体系构建过程中各阶段应注意的问题,同时以科技人力资源指标体系为例,着重介绍了从理论指标体系向现实指标体系的转化方法,并分别给出科技人力资源的理论与现实指标体系。指出体系的构建应从政府关注角度出发,力求在完备性与可行性之间达到平衡,以全面推进决策的科学化。
Through the research on the methods for designing the sci-tech indicator system, this paper discusses on the relationship between the theory and reality (completeness and feasibility) of the sci-tech indicator system, and points out some problems needing attention in each stage of constructing the sci-tech indicator system, and taking the sci-tech human resource indicator system as the example. Introduces emphatically the method for the transformation from theoretical indicator system into the practical indicator system, and the puts forward respectively the theoretical and practical indicator system of human resource and points out that the construction of the indicator system should start from the governmental concern to achieve a balance between the completeness and the feasibility and promote the scientific decision-making.
