提高军校学员管理教育水平必须以科学发展观为指导,进一步强化"以人为本"的理念,依靠基层管理基层;进一步强化"统筹协调"的理念,依靠科学管理基层;进一步强化"质量效益"的理念,依靠机制管理基层。

Improvement in the management and education of cadets should be put under the guidance of scientific development view, further stress the concept of ＂people first＂ and manage grass-root units by relying on these units; further strengthen the concept of ＂coordination＂ and manage grass-root units by scientific method; further strengthen the idea of ＂quality and efficiency＂ and manage grass-root units by relying on management mechanism.
