摘要
由于我国现行的离退休制度的原因,一定程度上造成了人才的流失和浪费。只有走出认识上的误区,转变人才使用观念,加强领导,建立公平的离退休人才的评价体制、激励机制和考核机制,通过建立人才信息库及利用现代科技手段,才能发挥好离退休专业技术人员的作用。
Because of the present retirement systems in China, qualified personnel's abilities were greatly wasted.Therefore, understanding mistakes must be corrected, idea of using qualified personnel must be changed, leadership must be strengthened, proper evaluation, encouragement, and check systems must be set up, and information store-house of retired professionals must be established and modem technology must be applied.Only in this way could the retired professionals' abilities be brought into full play.
