摘要
现行人民监督员选任的精英化倾向存在一些弊端,也偏离了制度设计的初衷。人民监督员制度的运行特点为我们提供了大众化与专业化分化组合的重构人民监督员选任模式的思路,循此思路可以初步给出人民监督员二元结构构建的制度安排。
The current preference for meritocracy in empanelling the People＇s Overseers not only has exposed blemishes but also has departed from the original intention of this institutional design. Probing into the functional peculiarity of the People＇s Overseers＇ institution, we can make an approach to the mode of empanelling the People＇s Overseers by conceiving dual composite construction of civilianization and professionalization. It follows that we map out the preliminary institutional arrangement about the People＇s Overseers＇ dual composite construction.
