The sport attitude and action of the officals have remarble characteristics,and they can play an important strategic role in the process of fitness for all.They have the function of leading all the citizens,promoting the level,and being imitated and interaction.What limit the sport attitude and action of the officials is two factors：the first one is that of the concept,and the second is their life style.
