Individual Security:Reflections on Social Risks and Solutions

在所有的人类安全中,个体安全是更为基本的、本体性安全,是其他人类安全(社会安全、公共安全、国家安全)的基础和归宿。个体在日常生活中遇到的安全问题,往往影射出社会安全的隐患和社会风险的威胁。我国目前的社会问题和社会矛盾是个体安全问题的直接成因,这些影响可分为"现实的困境"与"未来的威胁"。针对个体安全问题以及社会风险化过程的不确定性、不可测性等,个体安全研究应当体现出全球与本土、现时与未来、宏观与微观、社会系统与日常生活等重要研究视角的结合。

Of all kinds of securities concerning mankind, individual security is of the most crucial on which other securities like social security, public security, national security and human security are based. The daily security problems of the individuals are often related to the risks of social security. The existing social problems and contradictions are the direct Causes of individual-security problems, either existing problems or future problems. Thus, individual security is related to unpredictable social risks. Therefore, we should adopt an integrated approach that takes the global and local situations as well as the present and future into consideration at the macro- and micro- levels while the social system and the people＇s daily life are also taken into account.
