慈善活动是中国历代进行社会救济的一个途径,清代有较大的发展,学术界关于东南、华北地区的慈善机构多有研究,但对西北地区则少有涉及。清代陕甘地区慈善机构有普济堂类、育婴堂类、恤嫠局类等,其制度、运作以及演变由于受当时社会发展的制约,并没有达到独立发展的阶段,仍处在模仿东南、探索发展的时期,其救助社会的功能相对有限。
