On the Governmental Functions of Emergency Management

在突发公共事件中,政府是最主要的治理主体。政府应履行一些紧急时期的特别职能,包括平等保护,维持秩序,治理危机,紧急救助,传播信息,整合社会等。为了使政府能有效地履行职责,要建立具有高度权威性的危机管理和救助机构,完善相关法律法规,建设一支高素质的紧急救援队伍,完善社会救灾救助的体制,重视灾后重建、减少贫困和环境保护,强化公民的危机意识与应急自救能力,加强多元监督机制。

The government is the prime body of emergency management. The particular functions of government consist of the protection of equality, the preservation of order, the management of crisis, the salvation of emergency, the transmission of information, and the integration of society. For the sake of efficient performances of the functions of government, the government should establish authoritative institutions of crisis management and salvation, a high-qualified emergency rescue team to improve pertinent laws and rules, and the system of social salvation of disasters. It should also focus on reconstruction after disasters, poverty reduction, and environmental protection, enhance citizens＇ awareness of crisis and self-salvation abilities, and strengthen the multi-supervision mechanism.
