国内外建设监理服务采购方法的比较

Comparis on of Methods to Procurement of Services for Supervision and Consultation of Construction Works at Home and Abroad

我国加入WTO过渡期结束使得建设行业将进一步对外开放,必然要求建设监理业进一步与国际惯例接轨。文章分析了国内建设监理服务采购的现状,指出其存在着规范化程度不高、压价现象严重等问题,并对照建设监理服务采购方法的国际惯例,提出应大力推行基于质量的评审方法(QBS),建立健全职业信用体系等建议。

The ending of the transition period of China＇s entry into WTO makes the country＇s construction industry continue to open up, which consequently requires the construction supervision industry to keep further in line with the international practices. This paper analyzes the current conditions for procurement of construction consulting service and makes a note of the problems in the construction supervision and consultation industry, such as low degree in standardization and fierce competitions to force price down. Based on the international practices for procurement of construction supervision and consultation service, the paper further proposes that the quality-based selection （QBS） method should be vigorously promoted and a professional credit system should be established and improved.
