制度创新与制度移植的实证分析——“苏南模式”对西部开发的启示

Empirical analysis of institutional innovation and institutional transplant——Enlightened by "South Jiangsu Province Pattern" on western development

"苏南模式"的制度创新所带来的绩效有极强的示范作用。鉴于西部地区在发展中走赶超式之路,制度移植对西部地区成为可供选择的制度安排。制度移植并不是照搬而是制度主体之间的相互学习。"苏南模式"及其形成过程对西部发展的可借鉴之处使其制度移植存在可行性,但需要西部地区制度移植后的再次制度创新。

The performance from the institutional innovation of ＂ South Jiangsu Province Pattern＂ has strong modeling effect, Because west part of China enjoys keeping up with and surpassing the east part of China in development, institutional transplant becomes selective institutional arrangement of west region. The institutional transplant is not to copy but is interac- tive learning between main bodies of the systems. ＂South Jiangsu Province Pattern＂ and its forming process have enlightenment on west development and have made institutional transplant feasible but needs new institutional innovation after institutional transplant.
