甘肃省农村公共产品供给不足的实证分析及建议

A real diagnosis analysis to the insufficient supply of countryside public products in Gansu Province and relevant suggestions

在对甘肃省农村公共产品消费情况进行回归分析的基础上,结合甘肃农村公共产品供给的现状,探索了农村公共产品供给不足的深层次原因,并从地方政府机制改革、加强中央财政投入、农村地区监督决策机制3个方面提出了改善甘肃农村公共产品供需结构失衡,供给总量滞后于农民需求的对策建议.

Presently,the countryside in Gansu Province assumes the fast increasing trend of the public product demand along with the economical increasing, but these supplies falls behind of the total demand quantity of the farmers and its structure. In this article,the regression analysis on the expense situation and supplies condition of countryside public products in Gansu Province were carried out,aiming at exploring the root causes of insufficient supply in countryside public products. Some countermeasure suggestions for improving unbalanced supply-demand structure the of countryside public products,and increasing the total supply quantity lower than the farmer＇s demand in this province, were proposed in three aspects： reforming the local authority mechanism,strengthening the financial investment by the central government and establishing the inspecting and decision-making mechanism in countryside.
