综合配套改革是我国在新时期深化经济体制改革的重要方式和途径,也是推进天津滨海新区开发开放的关键措施和主要任务。从我国改革演变进程分析了综合配套改革的现实背景及其基本内涵,采用系统分析方法做出了天津滨海新区综合配套改革的结构模型,并提出了改革对策。

Synthetic reform is an important way to deepen economic system reform in our country in the new times, and is also a key measure and main task for promoting the development and opening-up of the Tianjin Binhai New Area. This paper analyzes the reality back ground and basic meaning of synthetic reform from the reform development course of China, and put forward a system model and policies synthetically reform of Tmajin Binhai New Area to by the method of system analysis.
