由于内部行政行为的一些缺陷,容易成为规避依法行政,造成人治的避风港。为此,我们要强化内部行政行为的法治化。一是推进内部行政程序的法治化,二是完善内部行政行为各项法律制度,三是建设内部行政行为救济制度。

The drawbacks in internal administrative behavior are likely to cause the aversion of administration by law and result in rule by men. So the rule of law in internal administrative behavior should be strengthened in the following methods ： promoting rule of law of internal administrative procedures ; perfecting the legal system of internal administrative behavior; developing relief policy of internal administrative behavior
