对我国电子废弃物处理技术规范制订的思考 被引量:9

摘要 中国已成为世界上最大的电子产品制造国和消费国之一,随之产生的电子废弃物也在快速增长。由于国内缺乏针对电子废弃物管理的法律规范和处理处置方面的技术标准,使得大部分电子废弃物流向非正规的私人拆解作坊,而后者由于拆解工艺的落后造成了严重的环境污染和健康问题。因此,尽快建立一套完善的法律和技术标准体系是规范电子废弃物处理产业的关键。回顾了近年来中国关于电子废弃物管理立法和技术标准制定的进展,分析了影响因素,并提出了几点建议。 Now China has become one of the largest manufacturer and consumer of electronic products, thus consequently generating a large quantity of waste electrical and electronic equipment (WEEE). And since WEEE is largely recycled by farmers in an improper way and there are no regulations or directives available, serious pollution and even health problems are triggered. Therefore, it is urgent and necessary to formulate a series of directives and technical codes to better the management and recycling of WEEE. This paper presents the review of the legislative actions taken by relative agencies, such as State Development and Reform Commission, China. Environmental Protection Agency and Ministry of Information Industry. In addition, the difficulties or obstacles for the formulation of the directives and technical code are discussed.
