The Games and Interaction of Social Control and Social Self-determination:On Community Participation

我国社区居民的参与问题已经成为制约社区治理顺利推进的"瓶颈"。将其置于"社会控制——社会自主"的分析框架下进行考察,可清楚显示中国社区参与不足的根本原因在于社会控制与社会自主关系的失衡;由此,也可明确突破社区参与"瓶颈"的方向与路径:通过公民社会的建立与社区建设的双向建构,在社会控制与社会自主的博弈与互动中,重建国家与社会的关系,最终实现国家与社会的良性互动而达"善治"。

The participation of Chinese citizens in the community has become the ＂bottleneck＂ which restricts the promoting process of community governance. The analysis of ＂social control social self-determination＂ model shows us the key reason of the deficiency of community participation; the unbalance between social control and social self-determination, and the approach to breakthrough the ＂bottleneck＂ of community participation. By establishing civil society and construction of community, we can set up Chinese citizen society. And in the games and interaction of social control and social selfdetermination, we can rebuild the relationship between state and society so as to ultimately realize good governance.
