昌吉市作为国家实施西部大开发战略和新疆天山北坡经济带率先发展推出的重点城市,在发展循环经济方面具有良好的资源优势、区位优势和产业优势。但在发展过程中还存在资源消耗大、城市污染严重以及对循环经济的认识不足等问题。因此,为了加快其循环经济发展的步伐,有必要探寻其循环经济发展模式,并从法律法规、组织机构、技术支撑等方面提出保障措施。
