我国农村法制建设的现状及对策分析

加强农村法制建设是建设社会主义新农村的基本保障。目前中国农村法制建设现状是:农民法律意识总体上仍然十分淡薄,有关农村、农民的立法处于滞后状态,司法部门执法不严也影响了法律的权威,究其原因是经济发展滞后造成农村地区法制建设滞后是其根本原因,尤其是少数执法部门的随意行为造成农民对法律信仰的缺失,落后的农村教育、卫生和社会保障事业以及社会文化环境对法律文化建设产生消极影响。作者从建设社会主义新农村的新要求出发,通过法制宣传教育培育农民的现代法治意识,营造出崇尚法治的社会氛围,从精神文明建设入手促进法治文明的进步,改善乡镇政府的执法行为,提高依法行政的水平,强化农村立法工作,为农村法制建设提供理论指导和工作基础。
