摘要
2006年1月1日起施行的《中华人民共和国公务员法》中规定了引咎辞职制度,这是加强政府官员责任意识,建立健全问责机制的重要举措。但在实行引咎辞职制度的过程中,会遇到传统观念的障碍、现行法制与政策的障碍和实施效果的障碍,本文从五个方面提出了应对措施。
The Law of Civil Servants of the People's Republic of China that was carried into effect on 1st January, 2006 includes the system of voluntary resignation of civil servants, which is an important step to strengthen the sense of responsibility of government officials and to establish and perfect accountability. However, the execution of the system of voluntary resignation may meet obstacles from traditional ideas, the present legal system and policies,etc. This paper suggests some countermeasures from 5 aspects.
