城市化进程中,城市政府会面临公共物品需求增加,城市政府能否有效的提供公共物品便成为评价一个政府绩效水平的标志,基于我国城市公共物品供给普遍滞后于城市化水平这个事实,本文从西安市财政收入和财政支出结构等角度解释公共物品供给不足的原因,并给出合理的建议,认为当务之急应大力发展西安市优势产业,提高财政支出占GDP的比例,加大政府职能转换力度并积极探索公共物品多元化投资的新方式。

In the urbanization process, the city government faces the public goods demand increasing. Whether the city government can effectively provide the public goods is a good symbol of appraisaling the government ability. In fact, public goods supplies hindered the urbanization seriously in China. This article explained the reasons why Xi＇an public goods supplies hindered the urbanization seriously in financial income and financial expenditure aspects. Then comes to the conclusion that we should develop the Xi＇an superiority industry, enhance the financial expenditure in the proportion of GDP, enlarge the government function transformation and explore the new way of public goods supplies.
