保障我国被征地农民基本生活探析

Analysis on guarantee the basic life of peasants who are taken over land

伴随我国工业化和城市化进程的加速,必将导致大量被征地农民产生。尽管国家和各地都制定了保障被征地农民基本生活的保障措施,但征地过程和补偿安置制度上仍存在着许多问题,如:征地制度上的缺陷,被征地农民权益遭受的损失,现行安置办法的不足,医疗保障方面的问题等,从而无法有效地保障被征地农民的基本生活。本文由此提出五点政策措施用以有效保障其基本生活。如,完善基本生活保障体系构建,在区分土地公益性使用与非公益性使用的基础上改革非公益性使用土地的程序,强化政府功能引导被征地农民就业和自主创业,引入资产信托机构用以保值增值其基本生活保障资金。

With the acceleration of industrialization and urbanization, the state will appear a large number of peasants who are taken over land. Although the measures of guarantee the basic life of peasants who are taken over land have been established by central government and local governments, the process of taking over land and ocmpensation measures still has many defidendes. Such as, the system itself has defects. Rights and interests of peasants who are taken over land are being violated. The present polities and measures have lots of shortcomings. And the basic medical insuranoe systems also have some problems. Thus these measures cannot guarantee effectively the basic life of peasants who are taken over land. In this article, the author puts forward five suggestious to effectively guarantee the basic life of them. Such as, perfect system of guarantee the basic life, differentiating the land＇s use on public and non- public, strengthening the servioe function of government to help peasants who are taken over land to obtain employment or carve out themselves for businesses, and introducing the capital and property management organization to increase security fund to guarantee the basic life.
