摘要
医疗保险制度本身运行的复杂性导致“骗保”行为涵盖多方人群。本文详细分析了1998-2006年近十年来社会上出现的十种有代表性的欺诈医保基金行为,借助产权分析方法揭示了医保制度本身的漏洞,并提出相应解决措施。
The complexity of medicare security system leads to the result that the ＂illegal occupation of medicare security funds （ MSF）＂ involves various kinds of people. After analyzing in detail the ten typical actions of illegal occupation of MSF from 1998 to 2006, by using Property Rights Theory this paper reveals the defects of the system itself and advances corresponding measures to solve the problems.
