转变增长方式是节能降耗的治本之策,只有从根本上转变增长方式,才能建立起节能降耗的长效机制。本文认为,应更多地依靠法律的、市场的手段,加快有关节约型社会和循环经济的立法,并继续深化改革,从体制、政策、技术、管理等方面,采取综合措施,建立健全确保全面协调可持续发展的体制,完善包括政绩考核机制、财税体制在内的有效运行机制,更多地运用市场手段,推动增长方式实现根本性转变。

Transformation of the growth pattern plays a fundamental role in energy-saving and consumption-reducing. A long-term mechanism for energy-saving and consumption-reducing can be established only on the basis of the radical transformation in the pattern of growth. This paper argues that this will have to depend more on both legal means and market mechanisms. The legislation on recycle economy to build a conservation-oriented society shall be accelerated. The reform shall be deepened continually. Comprehensive measures based on the systems, the policies, management and technology shall be taken to establish and/or perfect the system for all-round coordinated and sustainable development, and to make the operation mechanisms, such as the civil-servant performance appraisal system and the fiscal system, more effective. Market mechanisms should be applied for promotion of the fundamental transformation in the pattern of growth.
