Government Responsibilities and Construction of Community Sanitary Services

社区卫生服务是一种初级卫生保健,是公共卫生网络的重要组成部分。开展社区卫生服务,使人人享有基本的卫生保健,提高全民族的健康素质,是政府的重要目标,是经济与社会可持续发展的重要保证。但是,我国的社区卫生服务建设由于政府责任的缺位,存在诸多问题。政府应该在观念转变、资金投入、制度建设、人才培养等方面承担更重要的责任。

Community sanitary service is a primary hygiene and one key component of public sanitation network. One of the major government＇s goals is to organize community sanitary service, equip every citizen with hygiene and improve the health of the whole nation. However, there are quite a number of problems in China＇s community sanitary service due to the unfulfilled government＇s responsibilities. The government shall shoulder more responsibilities in transforming concepts, constructing systems, and cultivating talents.
