摘要
公共教育支出绩效评价是以衡量效率为核心的评价过程,反映了当前公共管理领域中管理理念和管理方式的变革。由于公共教育支出绩效评价的研究是一项全面、系统的工程,现有的理论研究中,无论是规范研究还是实证研究,其中还有一些基本概念界定不清,评价的指标体系不够完善,评价方法过于注重定量的效率研究,无法反映出公共教育支出的整体效应。本文将通过梳理公共教育支出绩效评价研究的学术成果,分析公共教育支出绩效评价的难点和研究思路。
The performance evaluation of public education expenditure is based on measuring the efficiency of expenditure, which reflects on the changes of the current public management ideas and management methods. However, the performance evaluation research of public education expenditure is a systematic project. In existing theory research, regardless of is the qualitative research or the quantitative research puts on, it also has some basic concept unclear, the evaluation index system insufficient and the evaluation method too pays great attention to the efficiency research, which is unable to reflect the public education expenditure the overall effect. This article will analyze the academic achievement of the public education expenditure performance evaluation research and find its difficulty and research direction.
