江西公共财政体系建设中的问题与对策

Problems and Solutions on the System Building of Jiangxi's Public Finance

通过对江西公共财政建设的现状分析,发现江西公共财政建设存在三个主要问题,即:财政缺位、越位问题还没有彻底地得到解决;公共财政建设的法治水平不高;面临各方面的障碍。提出了加速江西公共财政体系建设的四个对策:加快政府职能转变;建立服务型财政;健全政府公共收支体系;公平共嬴地进行公共财政建设。

Three problems are found while analyzing the actuality in s finance including finance offside and absence, the low legal level of public ence of various obstacles. Four solutions to quickening the system building ystem building of Jiangxi＇ s public finance construction and the exist-of Jiangxi＇ s public finance are put forward, namely, expediting the changing of government＇ s function, building a service public finance, perfec-ting the government＇ s income and expenses system, and building the public finance equally and reciprocally.
