On the New County Level Overall Land Use Planning Compilation

文章以理论研究方法为主,对上一轮县级土地利用总体规划的编制与实施进行重新审视,包括规划的主要成效及主要问题的分析,在此基础上,提出了搞好新一轮县级土地利用总体规划修编和提高规划质量的六点新理念:合理地清晰地界定规划的目标;加强理论、制度和技术三创新;注重规划衔接性与协调性;提升规划的控制作用;提高规划编制过程中的公众参与程度;适时引入可持续发展理念。

Theoretically, the compilation and execution of last county level overall plan of land use are reviewed, including the positive and negative results. Then, six new viewpoints are put forward to make a better compilation of county level overall land use planning and improve its quality： to determine its goal reasonablely and clearly; to intensify the innovation of its theory, institution and technique; to emphasize its continuity and consistency; to raise its control function ; to increase the degree of public participation in compilation ; to introduce in the thoughts of sustainable development.
